Budget 2025-26: Paving the Path to a Developed Madhya Pradesh – Water Resources Minister Mr. Silawat

Water Resources Minister Mr. Tulsiram Silawat highlighted that under the visionary leadership of Prime Minister Mr. Narendra Modi, India is on its way to becoming a developed nation by 2047. Aligned with this national goal, Chief Minister Dr. Mohan Yadav has laid out the ‘Developed Madhya Pradesh 2047 Vision Document.’ The budget presented for the financial year 2025-26 by Deputy Chief Minister (Finance) Mr. Jagdish Deora is expected to serve as a pivotal milestone in achieving this grand vision.

Enhanced Budget Provisions for Water Resources
Mr. Silawat expressed satisfaction over the approximately 15% increase in the budget compared to the previous year. The budget allocation for the Water Resources Department has been raised from ₹7,248.17 Crore in 2024-25 to a substantial ₹9,196.21 Crore for 2025-26.
Strategic Budget Allocation
The budget distribution includes provisions for various essential projects aimed at enhancing irrigation and water management systems. Significant allocations include ₹3,930 Crore for Dams and Allied Works, ₹1,225 Crore for Executive Establishment, and ₹1,061 Crore for Canal Construction. Additionally, ₹700 Crore has been allocated for the Ken-Betwa Link National Project, which is one of the key undertakings aimed at expanding irrigation facilities.
Other notable allocations include ₹501 Crore for Small and Minor Irrigation Schemes, ₹300 Crore for the Kanh Diversion Closed Duct Project, and ₹200 Crore for Minor Irrigation Schemes. Smaller but critical provisions include ₹193 Crore for Dams and Canals, ₹162 Crore for Canals and Ponds, ₹140 Crore for Other Minor Irrigation Works, ₹128 Crore for Improvement, Strengthening & Restoration, ₹90 Crore for the Chetikheda Medium Project, ₹75 Crore for the Tem Medium Project, and ₹58 Crore for Provision for Elected Farmer Institutions.
Expanding Irrigation Facilities for Agricultural Growth
Minister Mr. Silawat emphasized the significance of ensuring adequate irrigation facilities to enhance farmers’ incomes. Extensive efforts are underway to expand the irrigation network across the state. To reduce water loss due to evaporation and human interventions, the government is promoting micro-irrigation systems and pressure pipelines to optimize water usage.
Major Irrigation Projects
The state has embarked on several ambitious projects aimed at enhancing irrigation infrastructure:
- The Ken-Betwa Link Project, with an estimated cost of ₹24,293 Crore.
- The Parvati-Kalisindh-Chambal Inter-State River Link Project, with an estimated cost of ₹35,000 Crore.
- Discussions are ongoing with the Maharashtra government for the Tapi Basin Mega Recharge Scheme on the Tapi River.
In the fiscal year 2025-26, the state aims to implement 19 major and medium irrigation projects along with 87 minor irrigation projects, collectively expected to irrigate approximately 7.2 lakh hectares of land.
A total budget provision of ₹17,863 Crore has been proposed for the construction and maintenance of irrigation projects, marking a 24% increase compared to the previous fiscal year.
This enhanced budget aims to transform Madhya Pradesh into a leader in efficient water resource management, contributing significantly to the agricultural growth and socio-economic development of the state.
