Dhami Calls for Stronger Disaster Preparedness, Says Uttarakhand’s Safety Is the Government’s Top Priority

Dehradun, July 2, 2026: Uttarakhand Chief Minister Pushkar Singh Dhami on Thursday directed officials to strengthen disaster management during the state-level pre monsoon mock drill held at IT Park, Dehradun. He said that in a sensitive state like Uttarakhand, disaster management is not just an administrative duty but the government’s highest priority.

Dhami said effective response during the monsoon requires advance planning, quick decision making, better coordination and the proper use of modern technology. He described the mock drill as an important step toward making the disaster management system more capable and resilient.

The chief minister instructed officials not to limit disaster management to relief and rescue alone. He said equal emphasis must be placed on risk reduction, preparedness and technology driven response. According to him, Uttarakhand is increasingly integrating AI based early warning systems, digital monitoring, drone surveillance, GIS mapping, satellite monitoring and data based risk assessment into its disaster response framework.

Dhami said rapid response teams have been strengthened to ensure timely rescue and relief during emergencies. He added that early warning systems are being continuously improved so that alerts can reach remote and vulnerable areas in time.

He also said the state is working consistently to protect the Himalayan ecosystem through water source conservation, glacier studies, plantation drives, environmental protection and public awareness programmes. In his view, environmental protection is the most effective way to reduce disaster risk.

The chief minister noted that recent relief and rescue operations in the state have demonstrated scientific thinking, modern technology, quick decision making and teamwork. He directed all districts to carefully study the experience and shortcomings identified during the mock drill and submit detailed review reports to the Uttarakhand State Disaster Management Authority within 72 hours.

Dhami also called for a large scale public awareness campaign so that every citizen is informed about disaster safety measures, emergency contact numbers and basic precautions. He said the state government’s goal is not only to provide relief after disasters but to minimize risk, protect lives and property and establish Uttarakhand as the country’s most capable, technology enabled and people driven disaster management model.

At the event, the chief minister also released the Uttarakhand State Disaster Management Plan and the disaster management plans of all 13 districts.

He reviewed modern relief and rescue equipment displayed by SDRF, NDRF and the Fire Department, including advanced CBRNE response tools, deep diving sets, night vision cameras, thermal imaging cameras, hydraulic cutters, underwater communication systems, underwater drones and sonar systems.

Disaster Management and Rehabilitation Minister Madan Kaushik, Vice Chairman of the Disaster Management Advisory Committee Vinay Ruhela, retired Lt Col Raghubir Singh Bhandari, Secretary Vinod Kumar Suman, Garhwal Commissioner Anand Swaroop, IG Fire Vimmi Sachdev and other senior officials were present.
