Bhopal | Thursday, February 20, 2025,Chief Minister Dr. Mohan Yadav has highlighted that the state’s “Biofuel Policy-2025” resonates with Prime Minister Narendra Modi’s “Lifestyle for Environment” (LiFE) vision, which emphasizes sustainable development through responsible consumption and production. The policy leverages the state’s agricultural potential and fosters innovation to pave the way for a green and prosperous future. Dr. Yadav emphasized that the policy would create significant direct and indirect employment opportunities across various levels of biofuel manufacturing units, bio-energy plants, feedstock production, and supply chains. Furthermore, the initiative is set to meet the state’s energy needs while maintaining environmental balance and accelerating industrial growth.
A Revolutionary Initiative for Green Energy Production and Employment
CM Dr. Yadav called the “Biofuel Policy-2025” a transformative step towards economic prosperity, green energy production, and employment generation in the state. He credited Prime Minister Modi’s leadership for India’s global strides in renewable energy and sustainable development. Inspired by the PM’s vision, the Madhya Pradesh government has designed eco-friendly policies that also enhance job creation. The policy ensures the effective use of agricultural and bio-waste to produce environment-friendly fuel, thus contributing to the state’s self-reliance in green energy. Recently approved by the state council of ministers, the policy represents a historic step toward renewable energy and sustainable development.

Land Allocation and Incentives for Biofuel Plants
Under the policy, the state government has introduced various benefits for setting up biofuel production plants, including land allocation, investment incentives, infrastructure development assistance, and tax exemptions. This initiative aims to encourage entrepreneurship at the local level, provide additional income sources for farmers, and attract industrial investment. Incentives such as subsidized infrastructure, electricity tariff reductions, and grants have been introduced to establish Madhya Pradesh as a hub for biofuel production. By promoting eco-friendly industries, the policy also strengthens the rural economy.
Attracting Investors to Biofuel and Green Energy
CM Dr. Yadav announced that the upcoming Global Investors Summit, scheduled for February 24-25, 2025, in Bhopal, would prominently feature the “Biofuel Policy-2025.” Investors, industry leaders, and policymakers from across the country and abroad will attend the summit. The event aims to attract significant investments in the biofuel and green energy sectors, unlocking new opportunities for sustainable development, investment, and job creation in the state.
Comprehensive Supply Chain Development
The policy focuses on biofuels such as bio-CNG, biomass briquettes and pellets, and biodiesel. It encompasses all aspects of biofuel production, including feedstock farming, production techniques, distribution, and usage. The plan provides various incentives for biofuel manufacturing units and bio-energy plants, while also ensuring subsidies for farmers to purchase agricultural equipment. Provisions for biomass sales and supply chain development are included. Priority will be given to land allocation for biofuel plants, and government land will be available for biomass production at an annual fee of 10% of the collector rate.
Substantial Investment Incentives
Dr. Yadav outlined key incentives under the policy:
- Biofuel units will receive up to ₹200 crore in basic investment promotion assistance (BIPA).
- A 50% subsidy (up to ₹5 crore) will be provided for the development of essential infrastructure, including electricity, water, gas pipelines, roads, drainage, waste management systems (ETP, STP, pollution control equipment).
- Electricity tariff and energy development cess will be waived for 10 years.
- Custom investment packages will be offered for investments exceeding ₹500 crore through the Industrial Policy and Investment Promotion Department.
- Additional incentives include support for IPR and quality control.
This policy underscores Madhya Pradesh’s commitment to renewable energy, sustainability, and economic growth, with the vision of becoming a leader in green energy production.
