Dehradun, July 10, 2026: The Uttarakhand Cabinet, chaired by Chief Minister Pushkar Singh Dhami, approved a series of important proposals aimed at accelerating the state’s overall development, strengthening education, promoting tourism, improving financial administration, supporting youth employment, protecting forests and advancing good governance.

One major decision was to transfer 14.857 hectares of land in Madhdhura, Pithoragarh, to the Technical Education Department for the integrated development of the under-construction Nanhi Pari Border Area Institute of Technology. The institute will be developed with world class infrastructure including academic blocks, hostels, faculty housing, a sports complex, auditorium and modern laboratories in line with AICTE norms.

To make adventure tourism safer and better regulated, the Cabinet approved the promulgation of the Uttarakhand River Rafting/Kayaking Amendment Rules, 2026. The revised rules include stricter safety standards and penal provisions against operators who violate regulations.

The Cabinet also gave approval for cooked mid day meals to be supplied under the PM Poshan scheme from Akshaya Patra Foundation’s central kitchen in Srinagar, Pauri Garhwal, for students from Classes 1 to 8 in selected schools.

In a financial decision, the government approved extension of Seventh Pay Commission pay scales to 68 regular employees of the Uttarakhand State Warehousing Corporation. The move will not create any additional financial burden on the state as the expenditure will be borne by the corporation from its own resources.

For effective concurrent audit arrangements during Kumbh Mela 2027 in Haridwar, the Cabinet sanctioned two new posts, including one technical expert and one senior audit officer.

To remove anomalies in the Uttarakhand Finance Service Rules related to promotions, the Cabinet approved amendments so that promotion processes through the Uttarakhand Public Service Commission can run smoothly. It also approved restructuring of the Finance Audit Cell to strengthen financial monitoring and auditing, including elevation of posts, changes in recruitment sources and creation of two new posts.

Under the Skill Development and Employment Department, the Cabinet approved a seven member Project Management Unit for the overseas employment cell established at the Sahaspur Skill Hub. The unit will help connect youth with training, placement and job opportunities abroad.

The Cabinet also provided necessary guidance regarding implementation of the Supreme Court’s directions related to Bapugram reserved forest in Rishikesh and future action on the matter.

In another key decision, the Cabinet approved the deletion of the budgetary head for grants to Arabiya madrasas from the financial year 2027-28 under the new minority education framework. Under the revised system, only institutions recognized by the Uttarakhand State Minority Education Authority will operate.

The meeting reflects the government’s continued push for infrastructure expansion, administrative reform, youth employment, cultural regulation and stronger institutional oversight across the state.
