All Major Promises of ‘Modi Ki Guarantee’ Fulfilled in One Year

Chief Minister Vishnudev Sai has stated that earning public trust was his government’s biggest challenge. Speaking at a press conference held at the New Circuit House on the completion of one year of his administration, he expressed satisfaction in fulfilling the major promises made under “Modi Ki Guarantee,” thus restoring faith among the people.
One Year of Achievements
Addressing the media, CM Sai said that his government would complete its first year on December 13, 2024. Reflecting on this period, he emphasized that Chhattisgarh has achieved significant milestones in development, declaring the past year as a “Year of Trust.”
He criticized the previous government for failing to honor their manifesto promises, which had created a crisis of trust not just for the state but for democracy itself. Restoring this trust, he said, was his government’s top priority, and with the completion of one year, he was pleased to present a report card demonstrating the fulfillment of promises, especially those benefiting women, farmers, youth, and economically weaker sections.
Promises Fulfilled
CM Sai highlighted several key achievements:
- Support for Farmers:
- Procured paddy at a record rate of ₹3,100 per quintal and up to 21 quintals per acre.
- Released ₹3,716 crore in pending paddy bonus payments for the past two years.
- Empowering Women:
- Launched the Mahatari Vandan Yojana within three months of coming to power, benefitting 70 lakh women.
- Disbursed ₹6,530 crore in 10 installments under the scheme.
- Affordable Housing:
- Approved 18 lakh houses under the Pradhan Mantri Awas Yojana in the first cabinet meeting.
- Support for Tendu Leaf Collectors:
- Increased collection rates from ₹4,000 per standard bag to ₹5,500.
Economic and Educational Initiatives
- Economic Growth:
CM Sai announced a target of achieving a ₹10 lakh crore GDP for the state by 2028, aiming for a developed Chhattisgarh by the time it celebrates its silver jubilee in 2025. - Education and Employment:
- Implemented the New Education Policy to make education employment-oriented.
- Planned high-tech libraries in 13 urban bodies, modeled after Raipur’s Nalanda Campus.
- Improved transparency in CGPSC (Chhattisgarh Public Service Commission) exams, regaining youth confidence.
Governance and Transparency
CM Sai highlighted the establishment of a Good Governance and Convergence Department to streamline public services through technology. Citizens can now access services with a single click or phone call, eliminating the need for frequent office visits.
He also emphasized his commitment to combating corruption, with strict actions taken against those involved.
Development in Tribal Regions
- Expanded road, rail, and air connectivity in tribal areas.
- Launched Akra Construction Development Scheme in tribal villages.
- Announced an annual honorarium of ₹5,000 for Baigas, Guniyas, and Sirhas on Tribal Pride Day.
Tourism and Cultural Initiatives
- Developed a tourism corridor in Bastar.
- Highlighted the inclusion of Dhurmaras village in Kanger Valley among the top 20 global tourism destinations by the United Nations World Tourism Organization.
- Promoted Madheshwar Hill in Sarguja as the world’s largest natural Shivling.
Tackling Naxalism
The CM noted significant progress in eliminating Naxalism:
- Neutralized 213 Naxals and forced 1,750 to either surrender or face arrest in the past year.
- Central Home Minister Amit Shah aims to eradicate Naxalism in Chhattisgarh by March 2026.
Boosting Infrastructure
- Secured ₹31,000 crore in central funding for road projects.
- Initiated construction for four new medical colleges in Jangir-Champa, Kabirdham, Manendragarh, and Geedam with an allocation of ₹1,020 crore.
Public Approval and Confidence
Reflecting on the recent by-election results, CM Sai stated that the outcome clearly indicates public approval of his government’s work. He reiterated his commitment to fulfilling citizens’ expectations and accelerating progress in Chhattisgarh through the “double-engine” advantage of state and central government collaboration.
