Muzaffarnagar, October 2, 2026: Uttarakhand Chief Minister Pushkar Singh Dhami paid tribute to the martyrs of the Uttarakhand statehood movement at a memorial programme held at Shaheed Sthal, Rampur Tiraha, in Muzaffarnagar.
Dhami offered floral tributes at the memorial and remembered those who made the supreme sacrifice during the movement for a separate Uttarakhand state.
Memorials to Be Built in Native Villages
The Chief Minister announced that statues of statehood movement martyrs whose memorials have not yet been installed will be erected at suitable locations in their native villages or residential areas.
He also announced plans to:
- Upgrade the state guest house at Rampur Tiraha.
- Convert the memorial complex library into an e-library.
- Expand the museum at the memorial site.
- Add traditional instruments, costumes and folk-culture materials to the museum.
- Complete the re-identification process for statehood movement activists at the earliest.
Dhami also laid the foundation stone for installing statues of the martyrs of the Rampur Tiraha incident. He said ₹27 lakh had been released for installing the statues at the memorial.
Remembering the 1994 Movement
Dhami described the incident at Rampur Tiraha during the night of October 1–2, 1994, when statehood activists travelling peacefully to Delhi faced violence, as one of the most painful chapters in the history of the Uttarakhand movement.
He said activists had waged a long struggle for a separate state and made sacrifices at Khatima, Mussoorie, Rampur Tiraha, Srinagar’s Shri Yantra Tapu and other locations. Their struggle and sacrifice eventually led to Uttarakhand becoming a separate state.
The Chief Minister said the government is working to build Uttarakhand in accordance with the dreams and aspirations of the activists and martyrs. He added that, with their blessings, he has had the opportunity to offer tributes for the sixth consecutive year at Rampur Tiraha, Khatima and other martyr memorials.
Support for Activists and Families
Dhami said the government continues to work for the dignity and welfare of statehood activists and their dependants.
Key measures highlighted by him include:
- 10% horizontal reservation in government services for statehood activists and their dependants.
- Appointment letters for dependants benefiting from the reservation.
- Issuance of dependant certificates at the tehsil level to simplify the process.
- Formation of the Uttarakhand Statehood Movement Activists’ Honour Council.
- Invitations and honours for activists at state and district-level events.
- Free travel for statehood activists on state transport buses.
- Naming roads and schools after martyrs of the movement.
- Reconstruction and expansion of memorial sites at Rampur Tiraha, Khatima, Dehradun and Mussoorie.
Tribute to Memorial Land Donor
Dhami paid tribute to late Pandit Mahavir Sharma, who donated land for the memorial at Rampur Tiraha. His statue has also been installed within the memorial complex.
The programme was attended by Uttar Pradesh Minister of State (Independent Charge) Kapil Dev Agarwal, Legislative Council Member Vandana Verma, District Panchayat Chairperson Kiran Chaudhary, Muzaffarnagar BJP District President Dr Sudhir Saini, Uttarakhand Culture, Literature and Arts Council Vice-Chairperson Madhu Bhatt, Statehood Movement Activists’ Honour Council Vice-Chairperson Subhash Barthwal, senior officials, elected representatives, activists and local residents.
