Dehradun, September 7, 2026: Chief Minister Pushkar Singh Dhami launched the Mukhyamantri Yuva Bhavishya Nirman Yojana at Main Sevak Sadan in the Chief Minister’s Camp Office. Under the initiative, eligible students studying in government and government-aided colleges, as well as state universities, will receive free online coaching for competitive examinations.
In the first phase, the scheme will connect 11,000 students with online coaching support. The Chief Minister said the programme has been designed to help students who have talent and determination but may lack access to quality guidance, coaching institutes and study resources.
Dhami said success in competitive examinations requires more than hard work. Students also need the right direction, proper strategy, experienced teachers and regular practice. He said many capable young people from hilly and remote parts of Uttarakhand are unable to access good coaching because of financial limitations, distance or a lack of resources.
The state government, he said, has decided that financial hardship or limited access to coaching should not stand in the way of a talented student’s ambitions.
Dhami described Uttarakhand’s youth as the state’s greatest strength. He said young people in the state are hardworking, talented and capable of meeting difficult challenges, but they need equal opportunities, better guidance and the right platform to progress.
The Chief Minister said the government has implemented what it describes as the country’s strictest anti-copying law to ensure transparency in recruitment. He said more than 34,000 young people have secured government jobs in the past five years.
Dhami added that the state’s youth policy goes beyond government employment. The government wants young people to become job creators as well as job seekers, he said. Initiatives related to self-employment, startups, skill development, entrepreneurship and local products are being strengthened to create wider livelihood opportunities.
He said the government is also involving young people in shaping Uttarakhand’s future. Through discussions with more than 2.5 lakh students, the state is gathering views and suggestions on employment, aspirations and the challenges faced by youth.
Dhami announced that a separate Youth Commission will be established in Uttarakhand to focus on issues related to young people’s expectations, aspirations and employment.
During the event, the Chief Minister interacted with students and asked them about their competitive-exam preparation, career goals and future ambitions. He encouraged them to move forward with confidence, discipline and consistent effort, assuring them that the government would provide support, opportunities and resources to help them achieve their goals.
Higher Education Minister Dr Dhan Singh Rawat said the Mukhyamantri Yuva Bhavishya Nirman Yojana is an important initiative to improve access to competitive-exam preparation, particularly for students in remote and mountainous areas.
Chief Secretary Anand Bardhan urged coaching institutions associated with the programme to treat students’ preparation not merely as a commercial service, but as a personal and social responsibility.
Cabinet Minister Ganesh Joshi, Higher Education Upgradation Committee Vice-Chairman Dr Devendra Bhasin, Dr Jaipal Chauhan, Higher Education Secretary Dr B.V.R.C. Purushottam, Sanskrit Education Secretary Deepak Kumar, vice-chancellors of various universities, Additional Secretary for Higher Education Manoj Goyal, Director General of Education Akanksha Konde, Additional Secretary Manmohan Mainali and officials of the Higher Education Department attended the programme.
