“Naksha” Program to Boost Urban Planning, Reduce Land Disputes: CM Dr. Yadav

Revolutionizing Urban Land Records Management: Union Minister Chauhan

Raisen, February 18, 2025: Chief Minister Dr. Mohan Yadav launched the “Naksha” National Urban Land Survey Pilot Project today from Raisen. Highlighting the importance of this initiative, he stated that it would empower citizens, simplify their lives, enhance urban planning, and significantly reduce land disputes in urban areas. The launch event was attended by Union Agriculture and Rural Development Minister Shri Shivraj Singh Chauhan, who joined CM Dr. Yadav in inaugurating the city survey program by operating drones.


Empowering Urban Areas through Accurate Land Records

Speaking at the event, Dr. Yadav said, “Land is the most valuable asset, and precise, transparent records are essential for security and financial stability.” The “Naksha” program will modernize urban land records by conducting drone surveys, ensuring transparency and efficiency in land ownership.

Dr. Yadav praised Prime Minister Narendra Modi’s leadership for boosting India’s global reputation and fostering development across sectors. He emphasized that initiatives like the Ken-Betwa Link Project are ensuring sufficient irrigation for every plot of land, improving productivity and farmers’ income. This year, farmers will be offered a procurement price of ₹2,600 per quintal for wheat, he added.

He also highlighted various state government initiatives to promote industrial development, generate employment for youth, and provide subsidies to dairy farmers who rear more than ten cows. “Through self-help groups, our government is working to empower women and make them self-reliant,” Dr. Yadav said. He noted that irrigation coverage in the state has increased significantly from 7 lakh hectares in 2003 to over 48 lakh hectares today, with a target of expanding to 1 lakh hectares under various river-linking and large-scale irrigation projects.


A National Initiative for Transparent Land Ownership

Union Agriculture Minister Shri Shivraj Singh Chauhan described the program as a national mission. Starting from Raisen, the “Naksha” pilot project will now expand to 152 urban local bodies across 26 states and 3 union territories.

Through drone surveys, detailed land maps will be created and handed over to property owners. Chauhan emphasized, “The absence of organized land records creates numerous problems. With structured records, citizens will have a clear understanding of their property ownership, bringing a revolutionary change in land records management.”


Watershed Program to Combat Water Scarcity

In addition to “Naksha,” Chauhan launched the Madhya Pradesh Watershed Program aimed at addressing declining groundwater levels. He highlighted that the program would fund the construction of check dams, stop dams, and other water conservation structures with an allocation of ₹8,000 crores.

The initiative focuses on retaining water at the source, ensuring sustainable groundwater levels for future generations. “Water is life. It is our collective responsibility to participate in the Watershed Program and conserve this vital resource,” he urged citizens.


Urban Land Ownership Clarity for Economic Growth

Union Minister of State for Rural Development and Communications, Dr. Chandrashekhar Pemmasani, stressed that clarity in land ownership is key to urban development and governance. He said, “Unclear ownership has hindered economic progress, created family disputes, and obstructed development projects.”

The “Naksha” program aims to resolve these issues by providing secure and transparent ownership records. “This initiative will bring transformative changes to urban India, making cities safer and better organized,” Dr. Pemmasani added.

Through advanced drone technology, every resident will receive accurate ownership maps and documents, boosting public confidence in property safety and security.


Publications and Watershed Awareness Drive

At the event, Chief Minister Dr. Yadav, Union Minister Shri Chauhan, and Minister Dr. Pemmasani unveiled the Standard Operating Procedure (SOP) booklet and “Naksha” program flyer. A promotional video for both the “Naksha” and Watershed programs was also released.

The leaders flagged off the Watershed Awareness Journey, which will travel across 36 districts, 1,268 villages, and 73 blocks in Madhya Pradesh to raise awareness about soil and water conservation initiatives.

The event witnessed participation from several dignitaries, including State Minister for Health and Medical Education Shri Narendra Shivaji Patel, Bhojpur MLA Shri Surendra Patwa, District Panchayat President Shri Yashwant Meena, and a large number of citizens.
