High Security Registration Plates (HSRP) Mandatory for Vehicles Registered Before April 2019 in Chhattisgarh

Raipur, November 25, 2024 In compliance with Supreme Court directions, the Transport Department of Chhattisgarh has made it mandatory for all motor vehicles registered before April 2019 to install High Security Registration Plates (HSRP) within 120 days. The department has authorized two vendors, M/s Real Mejon India Ltd. and M/s Rosmerta Safety Systems Ltd., to implement this requirement at fixed rates.


Vendor Responsibility and Installation Details

Under the direction of Transport Commissioner Mr. S. Prakash, a meeting was held today with officials and representatives of the authorized vendors to ensure smooth execution of the installation process. The meeting was attended by Additional Transport Commissioner Mr. D. Ravishankar, Senior Transport Officer Mr. Manoj Dhruv, and other officials, as well as representatives from the two authorized companies.

Chhattisgarh has been divided into two zones for the installation of HSRP. M/s Real Mejon India Ltd. is responsible for vehicles in Zone A, which includes the RTO offices in areas such as Raipur, Bilaspur, and Korba, among others. Similarly, M/s Rosmerta Safety Systems Ltd. will handle vehicles in Zone B, including regions like Durg, Rajnandgaon, and Jashpur.


Pricing and Payment Details

The rates for installing the HSRP are as follows:

  • Two-wheelers (motorcycles, scooters, mopeds), tractors, power tillers, and trailers: ₹365.80
  • Three-wheelers: ₹427.16
  • Light motor vehicles (passenger cars): ₹656.08
  • Heavy motor vehicles: ₹705.64

All payments must be made digitally. Additionally, automobile dealers in Chhattisgarh will charge an extra ₹100 for each installation of the HSRP on vehicles registered before April 2019. A home delivery service is also available for an additional fee.


Compliance and Legal Consequences

This move is in line with the Central Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules, 1989, as well as the guidelines issued by the Ministry of Road Transport and Highways. The Supreme Court’s order mandates that vehicles in Chhattisgarh installed with fake or unauthorized HSRPs will face penalties as per the Motor Vehicles Act, 1988. Unauthorized dealers or individuals found selling or supplying fake HSRP plates will face legal action.

To assist the public, the application process for HSRP installation will be available on the official website, making it easier for vehicle owners to comply with the new regulations.
