Dehradun, July 22, 2026: Chief Minister Pushkar Singh Dhami on Wednesday released Seva Vidhi, a book written by former Additional Secretary R.C. Lohani, at the Chief Minister’s residence. The Chief Minister described the book as highly useful and appreciated Lohani for bringing together important service-related information in one place.
Dhami said every officer and employee in government service has a responsibility to contribute to the state’s development with honesty, transparency and full dedication. He added that for any administrative system to function smoothly, quickly and effectively, a clear understanding of rules and procedures is essential.
The Chief Minister noted that since the formation of Uttarakhand, there had not been a single reference book that compiled service rules, constitutional provisions, government orders and significant court judgments in a simple and organized format. He said Seva Vidhi fills that gap and will serve as a practical guide for officers and employees throughout their service careers.
He said government service is called service for a reason. When a public servant acts on behalf of the government, every decision can directly affect the life of a person at the very last rung of society. According to him, when an officer resolves a citizen’s problem, helps a poor person get their rightful benefit, or delivers a government scheme to a farmer, woman, youth or senior citizen, that is real nation-building.
Dhami said that honesty alone is not enough for a public servant. A deeper understanding of rules, laws and procedures is equally important. He added that some officers understand the spirit of the rules and use them not as obstacles, but as tools to protect public interest.
He emphasized that the purpose of governance is not merely to enforce rules, but to make people’s lives easier. Rules are meant to maintain order, he said, but their final goal must always be public welfare.
Author R.C. Lohani said the book has been prepared keeping in mind constitutional provisions, laws, rules, regulations, government orders and the principles laid down by the Supreme Court and High Courts. He said the publication is designed to be a useful and practical reference for those serving in government.
Cabinet Minister Subodh Uniyal, former Additional Secretaries Bhupesh Tiwari and others including G.B. Oli, Ramesh Chandra Sharma, Hansadatt Pandey, former Joint Secretary Naveen Singh Tadani, Dr. D.S. Rawat, retired Colonel Shiv Sahrawat, retired scientist P.C. Verma, Transport Deputy Commissioner Sunil Sharma, Section Officer Deepak Joshi, Randhir Arora, Puran Singh Rawat, Ashwini Singh Negi, R.C.S. Bisht, Vikas Srivastava and several other dignitaries were present on the occasion.
